HTX partners Mistral AI and Microsoft to advance AI for Home Team

Singapore’s Home Team Science and Technology Agency (HTX) hea teamed up with Mistral AI and Microsoft to harness cutting-edge artificial intelligence (AI) for public safety and security.

The collaboration aims to accelerate the development and deployment of advanced AI models tailored for the Home Team’s unique operational needs.

HTX will leverage Mistral AI’s expertise in large language models (LLMs) alongside Microsoft’s Azure cloud platform to co-develop AI solutions that enhance the Home Team’s capabilities in areas such as threat detection, incident response and operational efficiency.

The initiative is part of Singapore’s broader push to integrate AI into critical public sector functions to ensure the nation remains agile and resilient in the face of evolving security challenges.

“As an agency focused on leveraging cutting-edge science and technology innovations to empower the Home Team, we recognise the potential for AI to significantly improve the efficiency of certain operations, which in turn allows Home Team officers to focus on more critical roles related to enhancing the safety and security of Singapore. This collaboration with industry leaders Mistral AI and Microsoft will allow us to fast track our progress to empower the Home Team with AI,” said Ang Chee Wee, Chief AI Officer and Assistant Chief Executive (Digital and Enterprise) of HTX.

As the Home Team’s dedicated science and technology agency, HTX has been driving projects that fuse advanced technology with frontline operations. Its Hatch innovation centre serves as a platform for testing and deploying new solutions, including AI-powered profiling systems that help detect suspicious behaviour at checkpoints and airports.

The initiative builds on Singapore’s National AI Strategy 2.0 (NAIS 2.0) that aims to position the nation as a global leader in AI for public good. Under NAIS 2.0, Singapore is deepening its commitment to responsible and impactful AI, working through systems and enablers that span research, governance and international partnerships.

Recent government initiatives have also focused on AI safety and assurance, with the launch of the Global AI Assurance Pilot and collaborations to ensure LLMs are robust across diverse languages and cultures.

The Home Team plans to use AI avatars for officer training and deploy intelligent systems that support real-time decision-making. The new partnership with Mistral AI and Microsoft is expected to further accelerate these efforts, delivering scalable, secure and contextually relevant AI tools that empower officers and enhance public safety outcomes.

HTX plans to create a unified platform to host its LLMs and Vision Language Models (VLMs), including the flagship Phoenix LLM. This single platform will make advanced AI tools more accessible across the Home Team to enable officers and developers to easily tap into the models for operational use.

The Phoenix LLM stands out for being pre-trained on extensive, Home Team–specific data and 10 major languages spoken in Singapore, including Mandarin, Bahasa Melayu and Tamil.

Phoenix will be rolled out as both an AI chatbot for officers and an API for developers.

By consolidating these advanced AI models on a single platform, HTX aims to make AI more accessible across the Home Team for wider and easier adoption of AI-driven solutions.
