Philippines and Google Cloud partner on AI and cyber defence

The Philippines’ Department of Information and Communications Technology (DICT) have teamed up with Google Cloud to embed enterprise AI and state-of-the-art cybersecurity tools across the Philippine government to modernise public service delivery and fortify national digital defence.

The collaboration supports the strategic goals outlined in the Philippine Development Plan 2023–2028, which includes tranforming the country into an inclusive, highly productive and cyber-resilient digital economy.

“Transformation is not defined by the adoption of sophisticated software tools alone, but by facilitating sustained systemic efficiency across public institutions and widespread access to e-government services,” said Henry Rhoel Aguda, Secretary of the Department of Information and Communications Technology, who emphasised that the partnership will eliminate bureaucratic bottlenecks, streamline public sector tasks and provide every citizen with access to high-speed connectivity within a secure online environment.

Under the AI initiative, DICT will deploy Gemini Enterprise and Google Workspace tools across public agencies via the government’s eMarketplace procurement platform. In its initial rollout, more than 50,000 public servants will be equipped with advanced agentic software with plans to expand the deployment to over 200,000 government workers within the next 18 months.

On the frontend, DICT plans to integrate grounded, conversational AI agents into e-government platforms. This will allow citizens to text or speak in local languages to get instantaneous clarity on complex administrative tasks, such as establishing a micro-business, navigating disaster relief assistance, or looking up health clinic schedules, without reading dense documentation.

On the backend, government staff can deploy AI agents to securely query siloed databases, summarise market price trends, and generate collaborative briefs in minutes.

Simultaneously, the DICT Cybersecurity Bureau is rolling out Google Cloud Cybershield at the National Security Operations Center. The AI-powered cyber defence system protects critical national infrastructure from evolving threats and is currently safeguarding the digital operations of the ongoing Asean Summits hosted by the Philippines. Security teams from 56 government agencies have already been onboarded, with a goal of protecting 90 agencies by the end of June 2026.
